Sovereign AI vs sovereign cloud

Sovereign cloud is a control over infrastructure: where compute and data reside, who operates them, and under whose law. Sovereign AI is a control over behaviour: what models and agents are permitted to do, enforced while they run, with evidence held by the organization. The first is a location guarantee; the second is an authority guarantee.

The problem

Sovereignty programmes commonly complete the infrastructure half and stop. The data centre is national, the operator is local, the contracts are clean — and the AI running on top still decides what it does according to a foreign vendor's platform logic.

Why runtime matters

Residency is a static property. Behaviour is dynamic, and it changes with every model update, agent deployment and tool integration. Only a runtime control point tracks it.

Questions

Is sovereign cloud enough for the EU AI Act or similar regimes?

Can I have sovereign AI without sovereign cloud?
Yes, though the combination is stronger. Control and evidence can be held locally even when some compute is not.
Which comes first?
Whichever is already funded. They are complementary layers, not sequential dependencies.
