What is a sovereign runtime control plane?
A sovereign runtime control plane is a vendor-neutral layer that sits in the path of every digital action and decides whether it may proceed. It verifies identity, resolves context, evaluates policy, authorizes or refuses execution, and produces verifiable evidence — running inside infrastructure the organization owns, under its own jurisdiction.
The problem
Most organizations govern intelligence with documents. Policies are written, model cards are filed, dashboards are watched, and logs are reconstructed after something goes wrong. None of that stands between an action and its consequence.
Meanwhile the number of things capable of taking action has multiplied. People were joined by applications, then by machines, and now by AI agents that invoke tools, reach data and call other agents without a human in the loop for each step.
Why runtime is the control point
An action is governable at exactly one moment: before it executes. Everything earlier is intent, and everything later is forensics. A control plane that operates at runtime is the only place where a rule can still change an outcome.
Runtime is also where the evidence is cheapest to produce. If the decision is made in-path, the record of who asked, under what policy, and what was permitted already exists — it does not have to be reassembled from partial logs across several systems.
Why sovereignty is part of the definition
A control plane that a vendor can see into, change or switch off is a delegation of authority, not an exercise of it. Sovereignty means the infrastructure, identity, policies, data, keys and evidence stay with the organization.
That is a property of control, not of geography. Hosting hardware in-country without controlling what runs on it produces a sovereign location and a dependent operation.
